The Chamber of Deputies declared the legislation on the election of a national deputy by Accumulation of Votes as urgent, and approved it in two consecutive readings, including the modifications introduced by the Senate. The proposal had the support of the PLD and the PRSC parties.
The legislation that will govern the election of national deputies by accumulation of votes establishes that for the selection, as set out in the Constitution, the political parties will present the Central Electoral Board (JCE) with a list of 5 candidates who will be nominated for a national deputy position. This is in addition to the list that has the candidates for the National Congress for each province or electoral district established by the laws and special dispositions that come from the JCE.
The project submitted by Senate president Reinaldo Pared Perez was approved in the Chamber of Deputies with the support of the PRD block, along with the modification that would keep the emerging parties from joining more than one group in search of the national deputy, as well as provincial deputies and those of the National District.
On the question of how the national deputies will be distributed, the proposal establishes that the first one will go to the party that gets 1% of the votes, but does not obtain a seat in the Congress. Then the second will go to the party that gets the next lowest number of votes and so on, until the 5 deputies are assigned.
The initiative was sent to the Executive Branch for its publication and promulgation in order to meet the deadline established by the JCE for its application in the next congressional and municipal elections.
