The National District and 6 of the country's 31 provinces make up 61.5% of the electorate for the 16 May elections. They will also have 103 of the 178 deputies (without counting the 5 at-large deputies by accumulation of votes). The election rolls now show 6,116,397 people registered to vote. Some 1,227,757 voters, or 20% of the electorate, live in the province of Santo Domingo. The National District has 13%, Santiago 11.22%, San Cristobal 5.5%, Duarte 3.65% and Puerto Plata 3.51%. These provinces also contain 449 of the 1,149 city council seats that are up for election (together with their substitutes) all over the country.
These 4,036 positions carry a 6-year term (instead of the usual 4 years), which has motivated more competition for the municipal and congressional posts.
According to the Central Electoral Board (JCE), the province of Santo Domingo alone has 36 deputies and 105 city council members. The National District has 18 deputies and 37 city council members, Santiago has 18 deputies and 95 city council members, and San Cristobal has 11 deputies and 70 council members.
