The Rio Summit agenda includes discussions about the creation of a regional organization separate from Canada and the United States. President Leonel Fernandez, however, believes the region is not mature enough and needs to bring together all the existing organizations. He said that Latin America and the Caribbean is the region that already has the most regional organizations in the world. These include the Rio Group, SICA (Central American Integration System), ALCA (Free Trade Area of the Americas), Mercosur (Southern Common Market), Organization of American States, Caricom (Caribbean Common Market).
"The dispersion has not been the best ally in this initiative to create a great regional organization that unifies the efforts for genuine Latin American integration," he said.
During his participation in the summit held in Playa del Carmen, Riviera Maya, he proposed creating a commission to draft a complete proposal on the formation of the regional organization that would unify the regional countries. He said that that the important thing would be for the proposed organization to get down to work, as opposed to being a mere talking shop.
Fernandez invited the members of the Rio Group to attend the World Summit for the Reconstruction of Haiti that will take place in the DR on 2 June. "This summit seeks to create permanent ties of solidarity with Haiti and approve a medium and long-term plan," he said. In preparation for the summit, two meetings will be held - one in New York on 31 March and another in the European Union in May.
Fernandez said that the problems in Haiti could be traced back to 1804 when slavery was abolished and the country suffered diplomatic isolation from the rest of the world that led to a process of impoverishment that continues to this day.
In Mexico, when interviewed by Televisa, President Fernandez also described drug trafficking as a great tragedy and the "plague of the 21st Century." He said it is a complicated problem that requires the cooperation of all to confront it. Fernandez said he opposes the legalization of drugs on grounds that it would do immense harm to our peoples.
