Former Ministers of the Armed Forces Vice Admiral Sigfrido Pared Perez (2004-2006) and retired Major General Jose Miguel Soto Jimenez (2000-2004) said yesterday that they were in agreement with President Fernandez's proposal to restructure the military branches, including a reduction in the number of generals.
During his speech on Saturday, Fernandez announced that the he would submit three legislative proposals to modify the basic Laws of the Armed Forces and the National Police as well as the Intelligence services, as he accepted that these institutions had been penetrated by drug traffickers and organized crime. "We have to limit the maximum number of generals for each institution, and set the automatic retirements after achieving the principal positions in the services", said the President.
Pared Perez supported a limit on the maximum number of posts for general officers, as proposed by Fernandez. He said he felt that it was important that not everyone should become a general, and that whoever achieved this rank should have a General Staff Diploma (DEM). There are currently more than 200 generals in the Armed Forces. Soto Jimenez stressed that this reduction "is part of the reform of the Organic Law of the Armed Forces which dates back to 1978".
