The Central Electoral Board (JCE) has released the regulations that will govern the selection of the at-large deputies by accumulation of votes in the upcoming elections in May. Once a party or political group manages to obtain any type of seat in Congress, be it senatorial or a deputation, it automatically loses its opportunity to obtain an at-large deputation by an accumulation of votes.
According to Hoy newspaper, the rules that were published yesterday establish that in case none of the parties or political groups that did not obtain a congressional seat do not obtain the required 1% of the votes cast, then the at-large seats will be distributed to the parties obtaining the larger number of votes even though they might have obtained a seat in Congress. This new creation, set out in the new Constitution will allow political groups that take part in the congressional elections either individually or in alliances, to have the opportunity to seat one of their members in the Congress.
