Pelegrin Castillo, the outspoken deputy from the National Progressive Party (FNP) presented a new piece of legislation yesterday called the Law on Disaster Response and Relief and Quality Assurance in Public Works. The aim is to strengthen the country's public buildings in order to protect their users from major natural disasters.
At a press conference held at the FNP offices, Castillo said that the proposal would oblige the inspection of the most strategic public works structures in the country to ensure their ability to withstand earthquakes and hurricanes. The structures in question include government buildings, highways, dams, bridges, airports, hospitals and clinics, schools, jails, community buildings and movie houses. The legislator said that buildings that did not meet international standards would have to be modified.
The legislation proposes the creation of a National Fund for the Program of Evaluation and Strengthening of public and private buildings against catastrophes. The proposal also calls for the Emergency Operations Center (COE) to hold annual simulation exercises across the country. Costs would be covered by National Budget allocations and by a percentage of the insurance premiums against catastrophic losses.
