A South Korean team brought in by the Dominican electricity authorities to provide advice on improving the crisis in the electricity sector says that when it came to reducing electricity theft what was missing was the will, not the resources.
Won Hyuk Lim is the director of the Research Center at the South Korean Institute for Development. He specializes in institutional policies and headed the South Korean mission to look into improvement of the infrastructure for exports and the energy system of the Dominican Republic.
When speaking of his experiences in the country and making suggestions, he addressed an audience including CDEEE executive vice-president Celso Marranzini, Superintendent of Electricity Francisco Mendez and National Energy Commission president Enrique Ramirez. He laid out his findings with no hesitation. "In order to reduce electricity theft and improve the efficiency and the effectiveness of power distribution in this country, the priority is to organize a team of inspectors to verify the thefts, and with a person who works as the chief of energy thefts, and the most important thing is that this person should have authority".
