The civic movement "Citizen Participation" did two studies that revealed that 42% of the public institutions do not follow government procurement procedures in accordance with Law 340-06, as reported in Hoy. The studies, that had funding from USAID, reveal that among the institutions in violation are the Supervisory Office of Public Works of the Presidency, the ministries of Agriculture, Sports, Environment and Foreign Relations.
Santiago Sosa, the general coordinator for the PC, said that institutions that follow the law most closely are the Supreme Court, the General Prosecutor Office and Promese. The Chamber of Deputies and the Ministry of Health partially complied with the law.
Of the 28 government institutions that were requested to respond to the survey, only 10 responded.
Sosa did say that there has been a substantial improvement in the purchasing and contracting processes for most government agencies.
