All Ministry of Public Health employees contribute RD$50 every month for life and accident insurance. The company that provides the insurance coverage is, as it so happens, run by a sister of Health Minister Bautista Rojas Gomez.
The revelation was made by Nuria Piera on her Saturday night Channel 9 television show, Nuria a las 9.
According to the investigation, the deductions go to Meta Seguros whose manager is Mercedes Miguelina Antonia Rojas Gomez.
All attempts by Piera to interview the manager were rejected.
The manager of Meta Seguros is well known in the insurance industry as an insurance broker, that is, an intermediary between the insurer and the customer. According to Law 146-02, a broker cannot operate an insurance company.
The Santo Domingo Chamber of Commerce shows that Mega Seguros was registered on 18 June 2007, and the owners are Miguelina Rojas de Paulino, Manuel Paulino Rojas, Claudio Paulino Rosa, Salvador Rojas Gomez, Rafael Antonio Rojas Gomez, Sofia Teresa Rojas Gomez and Carmen Rojas de Minoso.
The company has been providing this service to Ministry of Health employees since 2007.
With the RD$50 deduction each month, the company receives a total of RD$2,611,250 from the 52,225 employees. During the two years this has been going on, a total of more than RD$62 million has been paid to Meta Seguros.
According to the company, each employee has a life insurance policy for RD$70,000, but the Human Resources department says that the policy is for just RD$50,000. According to a phone call to the company, many have not been able to collect on the insurance due to lack of information and the fact that the deadline for collecting is just two years after the death of the person covered.
According to the investigation, nobody knows how Meta Seguros determines who are the heirs or beneficiaries, since testimony from employees appears to confirm that they did not fill out any forms or sign any papers designating beneficiaries.
Nuria Piera reminded viewers to her TV show that Article 146 of the Constitution of the Republic states: "Anyone who takes public funds or taking advantage of their positions within the State organization obtains for himself or for third parties economic benefits will be punished".
Listin Diario reports that the president of the Dominican Medical Association (CMD) called on the Ministry of Public Health to return the deductions made to its employees. He argued that no one has benefited from the insurance to date.
