The Secretary General of the Organization of American States Jose Miguel Insulza says that a mission from the OAS will come to the DR to observe the 16 May congressional and municipal election. In February, the Central Electoral Board (JCE) president Julio Cesar Castanos Guzman had invited the OAS to observe the election. The JCE is responsible for organizing the election.
