US$15,000-US$20,000 can purchase entry and transportation to the US for people using the illegal flights network that reportedly operated from Dominican airports.
Santiago prosecutor Yenny Berenice Reynoso said that the five people arrested along with the pilot and co pilot of Piper N-43RA confessed they had paid US$15,000 and US$20,000 to fly to US territory. They were arrested at Cibao International Airport. Diario Libre reports that the aborted trip was the exception. Reportedly, the ring has successfully organized many trips abroad for several years. On Tuesday, pilot and co-pilot Kenneth Cordero Whyms and Marvin Dennis Cabral were arrested together with the five passengers. Recently, there have been press reports on illegal flights by small planes out of the Santiago, La Isabela (El Higuero), and El Portillo (Samana) airports. Migration director Sigfrido Pared Perez said that the Specialized Airport Security Corps (CESA) and the Dominican Civil Aviation Institute (IDAC) are responsible for the aviation operations.
As reported in Diario Libre, in the Santiago flight the pilot presented correct documentation for the flight to the Bahamas, but this did not go ahead because the airplane did not have a license to make the commercial flight. The five people who were arrested would have flown to the Bahamas and then traveled on to the US.
The passengers who were arrested were named as Glennys Aquino Rosado, Diogenes Arsenio Aracena, Felipe Paula Amparo, Manuel de Jesus Gomez and Cristino Ferreras Rivas, residents in Castillo, San Francisco de Macoris, San Pedro de Macoris, Cotui and La Descubierta. The passengers had "permits to engage in gainful occupation," signed by the Bahamian authorities. Pared Perez said that the passengers had valid passports, visas and work permits, so Migration inspectors had no reason to stop them from traveling.
Questions were raised when airport security corps became suspicious about the travelers.
