The Navy has been more successful at stopping illegal boat trips to Puerto Rico. According to Navy chief Vice Admiral Homero Luis Lajara Sola, last year 59 foreigners were arrested, but so far in the first three months of 2010, 76 have been arrested for attempting illegal crossings to Puerto Rico leaving from Dominican shores. The Navy also confiscated 40 boats and arrested 15 trip organizers.
