In early April, Hacienda Minister Vicente Bengoa announced that President Leonel Fernandez would make the most of his trip to Venezuela to sign the sale of the 49% stake in the Dominican Petroleum Refinery with the Venezuelan petroleum agency, Petroleos de Venezuela (PDVSA) while attending the country's bicentennial independence celebrations. This is a US$131 million deal. Bengoa made the announcement after a meeting between Fernandez and Venezuelan Foreign Minister Nicolas Maduro at the Presidential Palace on 5 April. But surprisingly, the signing has once again been postponed. Although initially announced as a member of the delegation, Bengoa did not accompany President Leonel Fernandez to Venezuela.
Now press reports say that Chavez will come to the DR for the signing, as originally agreed, but no date is given.
In Venezuela, President Leonel Fernandez joined Presidents Evo Morales of Bolivia, Rafael Correa of Ecuador, Daniel Ortega of Nicaragua, Cristina Kirchner of Argentina and Raul Castro of Cuba at the celebrations in Venezuela. Also attending were the Prime Ministers of Dominica, Roosevelt Skerry, Antigua and Barbuda, Winston Baldwin Spencer and St. Vincent and the Grenadines, Ralph Gonsalves.
The Presidency web page announced that President Fernandez had accepted an invitation from Venezuela to attend the country's 200th anniversary independence celebrations.
The Presidency said that any other business had to be postponed due to the solemnity of the occasion and that no other bilateral activities had been scheduled beyond the celebrations.
President Fernandez returned on Monday at around 8pm.
Foreign Minister Carlos Morales Troncoso, who traveled with the President, said that Fernandez met with his colleagues to discuss the upcoming European Union Summit with Latin America and the Caribbean on governance and economic integration and attended a talk given by President Cristina Kirchner of Argentina during his visit.
