The bill that regulates government contracting of goods and services will become the instrument for eliminating the direct "grado a grado" contracting and will establish a system for acquisitions and contracts that will be under the jurisdiction of the Ministry of Finance. The legislation will replace Law 296 of 30 June 1966, and Law 105 of 16 March 1967. The bill establishes that purchases or contracts over US$500,000 must be done by public tender. The initiative was approved by the Senate on 18 April and by the Chamber of Deputies on Wednesday, 19 July with minor modifications. It will now have to return to the Senate. The bill was approved on the same day that the legislators passed the US$132 million loan without tender for police equipment.


Diario Libre reports that the new law will regulate purchasing of decentralized and autonomous institutions, both financial and non-financial, city halls, Social Security institutions, even non-governmental organizations that receive public funding.
