Peravia senator Wilton Guerrero advocates closing down the National Drug Control Department (DNCD) and setting up a new institution staffed by civilians, not military. He said that in his hometown, Bani, drug control agents just look the other way while a drug supermarket operates. "There are many honest men and women in the DNCD, but I think that... it would be like putting the enemy in charge," ("poniendo la iglesia en manos de Lutero") he said, as reported in Hoy. He said he has complete confidence in Major General Rosado Mateo and in his team, but not so in the large contingent of men and women who work in the institution. He said that based on what is happening in his home province, he believes that most DNCD agents have links to drug traffickers.
