Economy Minister Temistocles Montas favors an extension of the obligation to use the new check format after 30 April. Montas agrees that there will be a bottleneck in the financial system if checks that are already in people's hands are invalid after 30 April. Advocates of a postponement say that small businesses that cannot afford the RD$20,000 to RD$60,000 charge to print new checks in time for the start of the new system on 1 May would be worst affected.
Pedro Perez, president of the ONEC that groups major shopping centers also favors postponing the imposition of the new checks. He said that tax evasion would increase as a consequence of the enforcement of the use of new checks. He says that the minimum bank charges for new checks are too high for small companies that already have large inventories of the old checks.
Businesses were notified in September 2009 that they would have to change their checks by 30 April 2010.
