The Senate has delegated the study of the reports made by the Chamber of Accounts on the fiscal periods 1998, 1999, 2002, 2005, 2006 and 2009 to its Hacienda and Budget commissions, but these have yet to issue an opinion. Hoy reports that this contradicts the Constitution, which stipulates that these reports need to be approved or rejected by the legislature. With the intention of Congress serving as a check on government, the Constitution delegates the task of reviewing of the Chamber of Accounts reports to Congress. Hoy points out that all the years that Congress has not issued its opinion, with the exception of 2002, correspond to President Leonel Fernandez's terms of office.
