The Assistant Secretary of the Bureau of Population, Refugees, and Migration in the US, Eric P. Schwartz, has paid a visit to the president of the Central Electoral Board (JCE), Julio Cesar Castanos Guzman.
After their meeting, Castanos Guzman told the Dominican press that he had explained how the status and documenting of foreigners in the country is clearly defined in the Dominican Constitution, as reported in Hoy. He said that he explained that the JCE's role is not to grant or remove Dominican nationality from anyone. He said the JCE issues the ID cards after the Department of Migration defines their status in the country.
"The talks come after the 12 January earthquake in Haiti and the reality that the DR has many migrants that work here and their offspring are born here," said the president of the JCE.
He did not explain the purpose of Schwartz's visit. Schwartz campaigns worldwide for reducing statelessness of individuals.
The Haitian Constitution grants Haitian nationality to all children of Haitian parents. The Dominican Constitution specifies issuing Dominican nationality to anyone born to a Dominican parent or a foreigner with legal status.
Schwartz visited accompanied by a delegation that included US Embassy charge d'affaires Christopher Lambert, Consul General Mike Schimmel and USAID director Richard Goughnour.
