Following the controversial release of accused multiple murderer Raul Serumberto Reynoso Mota (aka Vantroi) by substitute judge Raul Rosario Hernandez, the appointment of substitute judges in the judiciary has come under the media spotlight.
Diario Libre concludes that many of the decisions that have been publically criticized in recent years were made by substitute judges.
Another recent case was when Santo Domingo province substitute judge Rene del Rosario granted bail to a group of men accused of being contract killers. Then there was the case of substitute judge Juana Gonzalez who released two men linked to the death of five people in a land dispute in Miches. Substitute judge Rosa Maria Almonte delayed giving the order for house inspection against 10 people accused of organizing a protest in Bonao. Yet another substitute judge, Franny Manuel Gonzalez, authorized bail for Jimmy Oliver Rodriguez, arrested with 50 kilos of cocaine.
Lawyer Candido Simon Polanco told Diario Libre that the whole system needs to be reviewed, especially the lack of coordination and control between the Prosecutor General and the criminal investigation authorities.
