Amid cries of "foul", and with just 16 days to go before the congressional and municipal elections in May, the Presidential Social Plan has embarked on a massive-scale distribution of food packages in 40 sectors of the province of Santiago at a cost of RD$6.4 million. The food rations include rice, oil, beans, milk, salami and other typical household staples. In the first phase, the packages will be distributed to 21,350 families living below the poverty line and special baskets will be given to pregnant women. The president of the PRD's provincial committee, Ulises Rodriguez, described the handouts as an attempt on the part of the government "to buy the conscience of the poor of Santiago" so that they vote for the PLD.
Governor Nidia Bisono and the director of the Social Plan, Egmidio Sosa, who took part in the initial distribution, denied that the government intended to use these foods for the campaign. The food was distributed in the areas of Villa Verde, El Ejido, Ensanche Espaillat, Hoyo de Caimito, Cienfuegos, Hato del Yaque, Los Cocos, Pueblo Nuevo, Bella Vista, Pekin, Los Jazmines, Punal, La Canela, Jacagua, Guayabal, El Congo, Gurabo, Villa Gonzalez, Sajoma. Licey. Navarrete, Sabana Iglesia, Pedro Garcia, La Otra Banda, Baitoa, Los Salados and El Ensueno.
