Cattle rancher Cesareo Contreras said that the food poisoning outbreaks that have affected the school breakfast program have occurred because the Ministry of Education has contracted to serve milk drinks that barely contain milk. He also criticized the Ministry's decision to replace this "milk" with "juice that is not juice, but water with juice flavoring", as reported in Hoy. Contreras criticized the fact that only 20% of the milk served in the school is produced locally.
