The struggle is on for the PLD to gain greater control of the National Congress in the upcoming elections of 16 May. With the increased control that a greater Congressional majority would bring, changes could be introduced into Dominican legislation to the convenience of those in power, Diario Libre reports.
For the upper house, there will be 32 senators elected and for the lower house 190 deputies, with 178 deputies representing the National District and the 31 provinces and another five at-large deputies, elected by an accumulation of votes.
In both chambers, the simple majority represents the vote of one half plus one of those present in the session, according to the new Constitution. In the Senate, the quorum is 17 senators and in the Chamber of Deputies, with 90 deputies, but this will increase to 96 in August.
With a simple majority, the legislature can approve laws, resolutions, contracts, and diplomatic appointments.
The new Constitution also assigns this simple or absolute majority to ability to approve ordinary laws and to declare the need for constitutional reform. Political observers say this would permit President Leonel Fernandez to be the PLD Presidential candidate in 2012.
