The National Police are openly expressing their concern about the large number of alleged criminals in possession of two "cedulas", the personal identification and voter registration card carried by all legal residents and citizens over the age of 16, as reported in Diario Libre. The Police say that this has come to light when people who commit crimes have been arrested and with people who have fallen in shootouts with the police.
Eugenio Hernandez Paulino was recently hit by police bullets as he tried to rob a branch of the Banco Popular in Boca Chica and then shot it out with police. However, it turned out that he also had a "cedula" in the name of Vidal de Jesus Matias Cruz.
It was also reported that in a raid on a branch of Scotia Bank in Santiago, the Police found out that the principal suspect in the case, the bank guard on duty, Jose Antonio Ulloa Mendoza had used another identification card, and now the police are investigating that person as well. Meanwhile, Police spokesman General Nelson Rosario cited the case of Ezequiel Manuel Santana Alcantara, who also is shown in the police archives with the name of Ezequel Manuel Santos (alias Santanita).
He said that in relation to the robbery of a cashier at the Banco Popular branch on 27 de Febrero at the corner of Isabel Aguiar, one of those arrested in the case had a "cedula" in the name of Bartolo Rosado Abreu, who was found with a Rexon .38 caliber revolver and five shells. The Senase security company had employed him with a "cedula" in the name of Francisco Alberto Moronta Abreu. The card had been stolen, according to reports, in the town of Constanza. In the case of the mistaken death of an engineer, Wilson Alejandro Amparo Luna, on 21 January, the Police arrested Rafael Gomez Salarin (a.k.a. Raffy, who also used a "cedula" in the name of Concepcion Brito Miranda (a.k.a. Sion). The National Police said that they have to handle many cases of this type, and are thus asking the Central Electoral Board (JCE) to be very careful before handing out a document to a citizen.
