Writing in today's Listin Diario, lawyer Vinicio Castillo Seman appeals to the Barrick Gold mining company to publish details of the announced US$1 billion it says it has already invested to exploit the gold mine in Sanchez Ramirez province. The company has said it will invest US$3.8 billion to develop the mine.
He wonders outloud if this information could be requested via the Law of General Access to Public Information. The law generally applies to government entities, but Castillo comments on the mixed nature of the Barrick Gold mine operation, a governmental concession.
He says it is of great interest to find out if the company has borrowed money to make the investment, based on future sales projections.
"The silence, the closing off of the area, the state within a state that Barrick Gold has wanted to establish in the country, needs to be combated by all Dominican society, in an organized, peaceful way, exercising actions and legal mechanisms that have been established to prevent this from happening.
Castillo says that government officials and Barrick Gold executives' refusal to provide details on the supposed investment made and other aspects of public interest, can be appealed according to the Law of Freedom of Access to Information.
