[DR1] Criminal code passed with modifications

Five hours of intense debates preceded the passing of the new Criminal Code in the Chamber of Deputies, which was modified in certain parts, including a modification to maintain the same penalties on abortion even in the case of rape. Deputies Minou Tavarez, Licelot Marte and Berenice Contreras had requested the inclusion of an exception for women victims of rape who reported the complaint and the rape certified by a physician. Deputies Noe Sterling Vasquez and Luis Jose Gonzalez Sanchez backed the proposal, but were unable to convince their colleagues who favored instead the position of the Roman Catholic Church. Another modification is that inmates who have recurred in the felonies of rape, abduction, murder, violent robbery and poisoning, cannot be favored by presidential pardons. Also included was the penalty of two months to three years for imprudent or inadvertent death. The terms for death by arson, with rape and by poisoning, were set at between 20 and 30 years. The penalty for murder combined with abduction will be 30 to 40 years.
