Why the blackouts

Right after the 16 May election, blackouts are once again being felt in Santo Domingo. Listin Diario explains why. The government has defaulted on its promise to keep arrears with power generators to 45 days. The newspaper says that after making a payment of US$287 million in March in order to pass the first evaluation of the agreement with the International Monetary Fund (IMF), the Public Electricity Corporation (CDEEE) has not been able to pay up again. The arrears are now between 2-1/2-3 months, or more than US$200 million. The IMF requires that arrears should not exceed 45 days.
