The president of the National Energy Commission (CNE) Enrique Ramirez wants the DR to implement energy-saving measures year round, not only in times of crisis. El Caribe reports that the government has only - at least in newspaper announcements - implemented saving measures when oil prices have peaked. Ramirez, new in the post since August 2009, says: "Since the DR does not produce petroleum, it would be good if we economized as much as possible, consistently and systematically."
In 2007 the government promised an initiative for mass reconversion to natural gas involving 2,480 public transport vehicles. Likewise, traffic lights were to have been synchronized with the placement of 750 "smart" traffic lights and public transport cars would only operate on alternate days depending on their colors. All these plans seem to have been abandoned.
El Caribe also reports that during the previous CNE administration under Aristides Fernandez Zucco several alternative energy projects were announced to the tune of US$3.1 billion. But Ramirez is more realistic. He said in truth there are only two projects - one in Juancho Los Cocos that will produce 33 megawatts of wind power and one in Matafongo, Bani that will produce another 35 megawatts of wind power. The Los Cocos wind farm could go into operation in the first half of 2011.
