The Dominican Congress was hard at work last night. The Chamber of Deputies approved the creation of yet another province, this time to be called Ramon Matias Mella, in honor of one of the founding fathers. The new province, which is sliced out of the Province of Santo Domingo, will include the towns of San Jose de Mendoza, Guaricano, La Victoria, Sabana Perdida, Hato Nuevo, Villa Mella and Herrera, the provincial capital. The deputies also approved the creation of lodgings for outstanding students, and raised the political level of Batey Central in Barahona to the level of a municipal district. Newspaper reporters were surprised at the volume of work being carried out by the deputies.


Meantime, over on the Senate side of the Congress, the senators were busy approving a EUR 116 million commercial bank loan for the Metro, and, at the same time, rejecting the contract that would privatize the nation's asset sales through a contract with the ENADE company (Empresa Domincana de Desarrollo S.A.) that has already collected more than RD$200 million.


Amazingly, the contract for the construction of the much-debated artificial island off the south coast of Santo Domingo was also approved. The artificial island has met with overwhelming rejection to the point the government early in the year had publicly announced it would no longer support it.


Finally, the senators approves some changes to the Penal code that will require returning the legislation to the chamber of Deputies for final approval before going to the President for his signature.
