The success or not of the measures announced last Monday by President Fernandez will be subject to an end to impunity and social exclusion on the one hand and an aggressive attack on the causes of criminality on the other. This is the opinion of sociologist Cesar Perez, anthropologist Tahira Vargas, the director of Hogares CREA Leopoldo Diaz and father Luis Rosario the head of Catholic Church's Youth Pastoral. Perez touched on corruption and the impunity of white-collar crime as well as the poorly equipped National Police. He warned that the restriction of sales of handguns could well give rise to a black market. Tahira Vargas said that the measures taken by the President do not attack the roots of the problem that cannot be attributed to drugs and alcohol alone. She focused on the high desertion rate in the schools. Her thesis was that criminality cannot be taken out of the total Dominican experience and must be treated as such. As expected, the head of the rehabilitation programs for Hogares CREA, Leopoldo Diaz, called for more governmental support for drug rehab programs. For father Luis Rosario, the measure for the control of firearms did not go far enough, since it did not limit the number of weapons already in the hands of the population.
