Dr. Senen Caba, president of the Dominican Medical Association (CMD), Deputy Health Minister Roberto Peguero and mediator Monsignor Agripino Nunez signed a 2010-2011 30% wage increase agreement for the public health sector. This ends a 2-1/2 year dispute plagued by work stoppages at public hospitals.
The physicians accepted new work schedules. Now social security and public hospital physicians commit to work six straight hours in a single health center. Two wages they received for working in separate centers at the same time would be merged.
An audit of the staff in all government health centers would be carried out to resolve distortions in wages and identify ways to improve public hospital services.
The 30% increase will be phased in through August 2011. The first 15% wage increase will be included in the complementary budget the government will submit to Congress in August. In January 2011, public hospital doctors will receive another 10% increase. A final 5% increase will be included in the complementary budget in August 2011. The complementary budget adjusts the annual budget. For this year, this will mean the government will have to pay an extra RD$900 million in wages.
In addition, the government agreed to a gradual salary increase of 30% with the Health Sector National Coordinating Board and the nurses' unions.
The government agreed to create 250 public hospital doctor jobs, 600 jobs for nurses and 1,000 for health promoters.
