Pilots Association president Pedro Dominguez is denouncing the existence of a 'mafia' that he says continues to operate at Dominican airports. He said no pilot could make illegal flights without the complicity of the airport authorities, as reported in Hoy. Dominguez said that Dominican Civilian Aviation Institute (IDAC) chief Jose Tomas Perez has not been able to eliminate this so-called mafia that operates the illegal flights. He said that the illegal flights are not made using Dominican registration airplanes, but foreign ones. He claimed that they have been piloted by "Miguel Rosa Urena who does not practice commercial or private aviation in this country but every once in a while appears among us", as reported in Hoy.
He said the body that follows up these cases is the Specialized Airport Security Corps (CESA). Dominguez said he has asked for a purge of the airport sector including their employees.
"We have reported to the authorities that as far as we are concerned, pilot Miguel Rosa Urena is little more than a mercenary who flies for unsavory purposes and they never paid any attention," he told Hoy.
Rosa was a passenger on a flight that left from Puerto Plata filing a flight plan to Venezuela. Reportedly the plane picked up cocaine in Venezuela and then flew to Honduras, where it was abandoned after it got stuck in mud a small rural landing field.
Dominguez said that on 26 February, flight information service section chief Betty Castraing had informed all stations that Rosa could not file flight plans with the license 1140 TLA because it had expired.
