The main achievement of the World Summit for Haiti apparently is having secured for the Haitian government the covering of their fiscal deficit of US$262 million, as reported in Hoy. During the summit, US$130 million were secured, including US$50 million from the Inter American Development Bank, US$50 million from the European Union and US$30 million from the World Bank plus US$78 million in commitments during the past summit for Haiti held in New York or US$208 million for the fiscal obligations. Venezuela announced the condoning of payments on petrol sales. This would be sufficient to cover the remainder of the fiscal deficit that had been announced in March at a summit in New York, as reported in Hoy.
Likewise, during the Punta Cana meeting it was agreed to create a trust to manage the US$11 billion that the nation hopes to receive for long term recovery. The World Bank would head this trust to be managed by the Interim Haiti Recovery Commission (IHRC). The commission head by former US President Bill Clinton, and of which countries donating more than US$100 million are part, would be formally launched on 7 June and would begin operations on 14 June in Haiti. The plan is for all the projects and initiatives, the cooperation and solidarity be channelled through this commission that will be headquartered in Port-au-Prince. The IHRC will be in charge of coordinating and paying out the aid money expected to flow in. It seeks to allay donor concerns over Haiti's history of official corruption and political unrest. 40 priority projects have been identified.
President Fernandez stressed in Haiti: "All of the projects, all of the initiatives, all of the cooperation, all of the solidarity that people want to establish with Haiti can be channelled through this interim commission that will be headquartered in Port-au-Prince. There will be a point of contact, an identifiable institution that can be worked with in presenting different projects."
Hoy reported the outcome of the Punta Cana meeting was below initial expectation that it would be a summit of heads of state and government. With the exception of heads of government in Haiti, no others visited. Diario Libre points out that since the earthquake, five summits have focused on the recovery of Haiti. Of these 4 have been held in the DR.
