The United Nations Children's Fund (UNICEF) expressed concern about the abuse and commercial sexual exploitation of children in this country. The institution said that there has been progress since the passing of the Minor's Code but there is still a lot to work on in terms of the implementation and respect of the law. The Justice systems must take into account the double vulnerability of minors who are unprotected and many times exposed to some adults who do not look after their wellbeing and abuse them, according to UNICEF. It cited the case of a three-year-old boy who was abused by his father and step-mother. A judge acquitted the parents, but the case is in appeal by the children's prosecutor.
