Miguel Ceara, coordinator of the United Nations Development Program (UNDP) program in the DR, says that higher education is another area that did not do well in the analysis carried out by the UNDP for the Ministry of Economy in that it highlights the fact that the scant information available on the quality of university education in the country places it at low levels.
The report explains that, with the exception of the Technological Institute of Santo Domingo (INTEC), no other institution of higher learning requires special conditions in order to admit its students.
The study also attributes the situation to the low performance that the students carry over from the primary and secondary levels, as well as the lack of financing.
The study, which will be officially presented today, argues for the aspiration of the Dominican society to achieve a modern and efficient university with full-time professors and students.
The report also says that this desire will take a long time to be satisfied, because integrated policies and a large amount of financial resources need to be implemented by the state. For this purpose, the UNDP suggests subsidizing the demand, by way of money transferred to students' families according to their economic circumstances. They believe that in this way students will have more freedom to select the universities of their choice.
They also propose the institutional strengthening of the Ministry of Higher Education, Science and Technology and the creation of a plan for both technical as well as university education.
