The FBI, the Drug Enforcement Administration and the Puerto Rican Police arrested Elvin Torres-Estrada (aka Munecon, Irvin and Irving) age 40, in a residence in Coamo, Puerto Rico on 7 June. In September 2009, Torres was indicted by a Federal Grand Jury and charged with conspiracy to possess with intent to distribute controlled substances as well as of possession with intent to distribute cocaine, heroin, crack and marijuana. If convicted, Torres faces up to 20 years in jail.
According to crimesite.com, the FBI calls Torres the fifth most important member of a group of 65 detained so far, in connection with the case of fugitive Jose Figueroa Agosto. The authorities say that Torres is an accomplice of Angel Ayala Vasquez (Angelo Millones), who heads the drug trafficking ring that sent thousands of kilos of cocaine to the US mainland.
As reported in crimesite.com, prior to his arrest in Puerto Rico, Ayala was believed to be the person who received drug shipments sent by fugitive Jose Figueroa Agosto (Junior Capsula) to Puerto Rico. He allegedly had his own structure in Puerto Rico, most of whose members are said to be in that island's prisons.
Jose David Figueroa Agosto is regarded by the US Marshals as the Pablo Escobar of the Caribbean.
