A report by the United Nations Development Program that says that there is prejudice against Haitians in the DR, where they are seen as people likely to commit crimes, has generated opinions both for and against. Deputy Pelegrin Castillo said that the UN report is part of an "old plan" by some international organizations that want the country to solve all Haiti's problems. Sociologist Antinoe Fiallo said that the study is nothing new and he went so far as to say that he took part some time ago in research sponsored by the former Ministry of Education that showed the same data. For sociologist Carlos Dore Cabral the study "reveals the existence of prejudice", but what was published in El Caribe was "not enough to undertake a more profound opinion on this". The newspaper went around to areas of Santo Domingo with large Haitian populations and found that relationships between Dominicans and their neighbors were good. Most Haitians interviewed said that they felt good living in the country and that they had left Haiti to escape the extreme poverty.
