El Nacional newspaper speculated that the suspected greasing of hands so that controversial bills presented by the Executive Branch such as the EUR116 million loan for the metro, the US$132.4 million loan for the Police, the artificial island and the Enade project that were sent to Congress at last minute are due to the interest of the government in getting these to be passed by the departing PRD-majority. The legislators also passed the creation of a new province, at considerable cost to taxpayers. As of 16 August, the ruling party will have a majority of 96 deputies of 178 in the Chamber of Deputies and a majority of 22 of 32 senators in the Senate. The PRD legislators agreed to pass all except the Enade project.
