The government has once again decided to bend the law in order to please the country's hundreds of thousands of motorcycle drivers who do not have up-to-date documents. Metropolitan Transport Authority (AMET) director Major General Anibal Sanz Jiminian announced that he had reached an agreement with motorcyclists, promising that they would not be arrested even if they don't have their papers in order, providing they are wearing their helmets, and that their motorcycles have adequate lighting. Sanz Jiminian is giving the motorcyclists time to put their papers in order and will not be giving out fines for not having a driver's license, motorcycle registration, insurance or license plate.
Oscar Almanzar, president of the National Federation of Motoconchistas (motorcycle taxi drivers), said that his members could not afford to pay the fines.
Several commentators expressed outraged at the news that yet again the motorcyclists have been able to impose themselves above the law.
