Hacienda Minister Vicente Bengoa continues to say that the proceeds of the sale of the 49% of the shares in the Dominican Petroleum Refinery (Refidomsa) will actually be used in the DR. This, together with the proceeds from the sale of Shell's gasoline stations are said to be available for use in paying the RD$380 million needed for the energy subsidy. Bengoa continues to say that the money from the sale of the Refidomsa shares will enter the country within three months. He added, however, that the money that will be obtained is not the US$131 million of the sale price, but rather a proportion of that price which the state collects as a sort of sales tax, much like it did on the sale of Brugal and Verizon.
Bengoa stressed that there would be no new taxes. He said that the government is talking with the International Monetary Fund (IMF) to reach an agreement on improving existing tax collections. He also talked about the elimination of some of the tax exonerations in place, particularly in the energy sector where the biggest generators do not pay taxes on their fuels, while the ordinary citizen is paying RD$50 per gallon in taxes, which Bengoa said "is not fair".
