The Central Electoral Board (JCE) Disputes Chamber had called for a recount of the votes of voting station 0009 located in Oviedo, in the province of Pedernales. The JCE had granted the Senate seat to PLD candidate Dionis Sanchez, with a difference of 14 votes. But the PRD challenged the results.
JCE judge John Guiliani of the Disputes Chamber had said that the decision for the recount was taken because there was a definite discrepancy that could mark a different result in the election, as reported in Diario Libre. A decision in favor of the PRD would give the opposition party its sole senator in the 2010-2016 Congress.
The JCE accepted the recount, but this was then put on hold when the ruling PLD party opposed the move.
Virgilio Bello Rosa, PRD delegate to the JCE, says that if the vote count takes place, the PRD would win the seat. They mention the irregularity of not assigning 99 preferential votes to the PRD candidate, Jose Saturnino Espinal. In the vote count, only the 51 votes Espinal received were counted, says the PRD.
Cesar Pina Toribio, political delegate of the PLD (and also Presidential Minister) said that the PLD is not afraid of the results a recount will reveal, but that there is an intent to negotiate the senate seat.
Reinaldo Pared Perez, secretary general of the ruling PLD, re-elected senator for the National District and president of the Senate, del Senado insists the PLD won the senate seat and the Disputes Chamber cannot vary the announced results. "We do not have to give in, it is not a matter of negotiation, nor agreements nor deals.
