Differences of opinion have emerged between Miguel Ceara-Hatton, who coordinated the compilation of an United Nations report commissioned by the Ministry of Economy & Planning, "Social Policy: Capacities and Rights." After a meeting with Vice President Rafael Alburquerque at the Presidential Palace, Valerie Julliand, United Nations Development Program representative in the DR, said that the report was incomplete and did not take into account the effects of the 2003 economic crisis under PRD President Hipolito Mejia. She said that poverty had been reduced from 45% to 35% since the change of government in 2004. She attributed this to government poverty reduction programs. Julliand said that overall from 2000 to 2010 poverty had increased, but that poverty had been reduced considerably since 2004. She blamed the 2003 economic crisis for pushing an additional 1.5 million people into poverty.
Speaking on the El Dia TV show with Huchi Lora, Ceara-Hatton stands by the report and says it is not incomplete. He explained that what Julliand mentions is covered (in pages 32, 33 and 58 of the first volume) where the increase in poverty that occurred from 2003 and 2004 due to the major macroeconomic and financial crisis, and the reduction in this that occurred as of 2005 when economic stability and growth returned is explained. He said that after 2006, the number of poor people continues to be greater than pre-2003-2004 levels despite the economic growth that has taken place.
