Heavy rains that could cause flooding are forecast for the DR for the next two days as a tropical disturbance known as "93L" moves westward across the Caribbean. Weather forecasters say this storm could develop into the first tropical depression of the season on Wednesday or Thursday. The favorable conditions for tropical development include low wind shear values and water temperatures above 80 degrees across the central and western Caribbean. In addition, "heat content" values south of Cuba toward the Yucatan are very high, and the 27C (80F) degree water goes fairly deep below the surface in these areas. The Emergency Operations Center (COE) reported at noon on Tuesday that 3,000 people have been evacuated in at least 15 provinces, mainly from Santo Domingo to the west.
