President Leonel Fernandez and his top aides, together with representatives of the Inter-American Development Bank (IDB) and the World Bank (WB), have identified electricity losses and deficiencies in collections for energy served to be the main problems affecting the electricity sector. According to Hoy newspaper, Hacienda Minister Vicente Bengoa told reporters that next week he would send a proposal to Congress for a transfer of funds from public institutions to payment arrears in the electricity subsidy. Manuel Labrado from the IDB and Jaime Alvarez from the World Bank, along with Celso Marranzini of the CDEEE and Electricity Superintendent Francisco Mendez all concurred that the electricity sector was, indeed, improving and that it showed more transparency. Marranzini said: "600,000 or 700,000 Dominicans should not carry the cost of electricity generation". He maintains that all 2.4 million clients must pay for the electricity they consume. Marranzini said that by 2012 there should not be any more blackouts.
