Three employees in charge of inmates from the Najayo Jail have been arrested for "negligence" in guarding Najayo inmate former Police major Frederick Medina Abud. Medina had been taken to the Justice Palace in Ciudad Nueva to testify in the Paya case, dealing with the murder of 6 drug traffickers.
Yesterday, newspapers reported that Medina had to grab a lift to Azua jail that dropped him off at Najayo Jail on the way after those in charge of his custody and transportation "forgot" about him. El Dia reports that the supposed confusion happened because Medina Abud was not transported to the hearing in a vehicle sent by the Department of Prisons, but in a private vehicle. The case is being investigated by Generals Franklin Vitini Duran and Miguel Matos.
The Department of Prisons had requested the replacement of all staff in charge of custody of inmates that day. Medina Abud is serving a 20-year sentence for the killing of Toribio Piti Montero. His family asked the Department of Prisons to clarify the circumstances of the case, considering there was complicity and negligence.
Diario Libre back page editorial speculates that Medina Abud was being set up. "In all the movie scripts the motives are easy to understand. Either it was a set up to see if he escaped, or he was the lamb so that a butcher would sacrifice him," writes the newspaper. "And since this is an incredible country, the case leads to much speculation." Diario Libre concludes, nevertheless, that the person who did not speculate was Medina Abud who noticed the risk and quickly found a way to return to his cell."
Claudio Acosta of Hoy speculates that the intent could have been to apply "the law of escapes," whereby a person that has been arrested is "allowed to escape" and then shot to death.
