President Leonel Fernandez has ordered sweeping changes to the National Police force (PN). These include drug testing, the implementation and staffing of a series of departments that were created but never put into practice, and the total restructuring of the force. The President also announced the set up of a National Security Council to deal with crime and violence. The four decrees call for the removal of all police assigned to high-ranking government officials, the disbandment of the traditional "police companies", the staffing of the Human Resources Department, the Internal Affairs Department and the Administrative Affairs Department, and the creation of an Auxiliary Police force made up of young high school graduates and university students. The National Security Council will comprise of the Minister of the Interior and the Police, the Minister of the Armed Forces, the head of the National Investigation Department (DNI), the head of the National Drug Control office (DNCD) and the Presidential Advisor on Drugs and Drug Trafficking. In yet another decree, the President issued orders for the creation of new symbols and ranks within a truly civilian fire department. The decree calls for the equipping, organization and standardization of the administrative aspects of the fire departments.
