Minister of Environment Max Puig said over the weekend that his department has not been contacted by the promoters of the artificial island planned for construction in front of the Malecon's main stretch of hotels and restaurants. Puig said that the builders needed to submit the environmental feasibility documentation prior to starting construction. The project has met with widespread local rejection, but sectors within the Fernandez government support it. The Presidential legal advisor Cesar Pina Toribio sent it to Congress, where it was approved prior to the change in legislation. Sources from Santo Domingo's city government also say they have not been contacted by the island's promoters.


The contract was signed by Public Works Minister Manuel de Jesus Perez Gomez and by Eulogio Jose Santaella Ulloa for the private company, Santo Domingo Re-Development, Ltd.


Diario Libre reports that lawyer Frank Reinaldo Fermin explained that for the contract to become official, the Executive Branch, through the legal advisor, needs to publish the contract that authorizes the construction of the island.
