The coordinator of civic group Participacion Ciudadana, Dr. Santiago Sosa said yesterday that the National Police could not impose the death penalty in the country, by murdering anyone who doesn't heed a call to stop made by a police patrol. "Under no circumstances can a police officer kill a person, whether they stop or run away," said Sosa. He said that Police agents could only use their guns in self-defense, as reported in Hoy.
Police chief Major General Rafael Guzman Fermin warned that he would not tolerate excesses by his agents.
In his page-2 column in Hoy, Claudio Acosta comments on the mortal dilemma faced by people driving late at night have to decide whether or not to stop. "The question is - are they policemen or criminals? Will it be worse to stop or not stop?"
Police spokesman General Nelson Rosario advises citizens to stop to avoid "inconveniences" such as the death of 81-year old Elio Reyes Severino at the hands of a patrol that ordered his son to stop the pick-up he was driving. Another widely publicized death in the past two weeks is that of 23-year old university student Abraham Ramos, who was accompanied by his father, and also did not heed a call to stop in a dark area.
Claudio Acosta says that the lack of trust in the police operations makes anyone think twice before obeying an order. A recent Gallup poll found that citizens considered the Police to be the most discredited government institution.
