During an interview at the Corripio media group, Police Chief Rafael Guillermo Guzman Fermin denied ownership of the Trans Guzman construction company that supplied the cement for the construction of the Torre Atiemar, whose owner, Spaniard Arturo del Tiempo Marques is in custody in Spain for drugs trafficking. He also denied that a Police colonel was responsible for the security at the luxury high-rise apartment block. He was asked how he had allowed his father, former Police chief Rafael Guillermo Guzman Acosta, to have such close ties with the arrested Spanish businessman, but he denied the existence of these ties. Earlier he had confirmed that his father had purchased an apartment in Torre Atiemar, but Guzman Fermin neither admitted nor denied that apartment 20 West in Torre Atiemar belonged to him. He merely said: "you have ways to find out."
He said that Del Tiempo Marques had been investigated and found to have no criminal background in the DR or in Spain where he was well known. Del Tiempo was arrested in Spain for his role in an attempt to smuggle 1,200kgs of cocaine into Spain on board a ship from the DR. He was known in the DR for his multi-million-dollar real estate investments.
