Police Chief Major General Rafael Guillermo Guzman Fermin denies the existence of an order to kill citizens who do not heed Police calls to stop. Dominican public opinion has been scandalized by two known cases of murders by the Police, one of 23-year old student Abraham Ramos Morel who was killed while traveling with his father and other relatives in the Cristo Rey neighborhood, and that of Elio Reyes Severino, an 81-year old man shot dead when his son refused to stop the car. In both cases, the drivers were trying to drive on to a more public place, mainly because of the widespread lack of trust in the Police. In an interview, Guzman Fermin told Hoy newspaper that the order the Police have given is that its agents needed to guarantee people's lives and not shoot to kill when they do not stop.
In a separate interview in Hoy, Monsignor Benito Angeles urged the Police to win back public confidence. He said the Police needed to order its agents to patrol in visible areas and exercise prudence when using their guns.
Santiago Senator Francisco Dominguez Brito says the Police must undergo radical changes. He called for the creation of a new force with new procedures for selecting agents.
