As reported in Clave newspaper, 804 homicides were recorded from January to April 2010. Of these, 77 were killings by Police agents. The number compares to 2,383 homicides in 2009. Manuel Maria Mercedes, president of the National Commission of Human Rights, describes 14% of these killings as "extrajudicial executions" by the Police. Mercedes says that police killings are on the rise. He said that since Major General Rafael Guillermo Guzman Fermin took over the Police in August 2007 to June 2010, 1,750 civilians have been killed by Police agents. Clave reports that Guzman Fermin is a police officer who has been criticized for the past 10 years. In San Francisco de Macoris he was accused of directing a group of agents known as "the surgeons" because they were in the habit of shooting at young suspects, leaving them dead or maimed as a way to eliminate or deter criminals.
